I think I missed the original events here. What does Harambe have to do with "rape culture"?

They sent an email to RAs. The email said that they should not allow the meme to be posted around the dorms because it was mostly being used as a racist joke (a gorilla with an African name, is the set up).
They also said to be careful about what people are writing on walls, or using in memes, because the reference to genitals was common in the meme (see the one someone posted above). Repeating these memes outloud to other students could increase the number of sexual harassment reports, basically.
It's all normal stuff. There's nothing to see here. Basically, "Hey, RAs, don't let people post crude things around the dorm."
This is another one of those cases where a "conservative" overreacts to something that is not a big deal, without realizing that they are actually the overly sensitive one.
