Contract them from rehab facility as needed is the simplest solution. Minimizes additional training requirements. Getting volunteers is certainly possible but it'd be better to create some jobs.

The hypothetical comparison is in the quality of care among institutions, not the nature of the need for care. Obviously, an old person in a hospice and mentally ill person with a penchant for violence and other criminal behaviour need to be treated differently. No one is saying otherwise. But in both cases if the quality of care is low there will almost certainly be a terrible outcome that neither person deserves.

But I know you don't agree because you give zero fucks about other people unless they're giving you an excuse to feel self-righteous, or you wouldn't be making these dishonest and poorly reasoned excuses for saying fuck you to the dead mentally ill guy. Bite me.

I'm not sure; I'd have to be in the situation. But even in that scenario, I don't know how long until the police are going to arrive, IF police are going to arrive, if any of us are going to get tired, if the person we're holding now has some sort of knife or other weapon that we don't know about, and so on. The best way to handle a threat is to neutralize it, not to keep battling it and hope you're the one that comes out on top.

Since he walked out of his own accord it seems obvious to me the issue is they couldn't enforce their rules--they clearly need more power and resources to do that. In other words, the system failed Neely, right? It seems to me it's not equipped to deal properly with most of the people in its care.

You’d need a work force of tens of thousands of people working with usually violent offenders paid for by local municipalities at the discretion of the local municipality. You can’t just have a program.
Obviously but it is worth developing. Better than keeping a system that just floods them back into the streets. No one said it'd be easy. But it'd be the right thing to do
