So whether the fighter in question has retired already, or is still currently active - who would you rank as the greatest fighter to never hold a UFC title?

Of course you'll have the greats like Fedor who's never even fought in the UFC, so people like him don't really count. I guess if you've never signed a UFC contract you've physically never had a possibility of winning one.

So let's keep this to only former or current UFC contracted fighters. Fedor/Aoki etc. do not count!
