It has a lot do with time as well. There is Helio who is red belt and i'm sure he will be the one to actually promote him. When you are that high level it is not really a matter of who is promoting you. Carlos Jr. deserves this honor as he is the leader of the JJ world.

I thought I remembered hearing Helio say that only he and the other 3 who have it will ever wear the 10th degree since they were the ones who started it. Then again that's Helio and he won't be around 18 years from today.
