This is a surprise to people? Do people know where Saddam Hussein got his start? Or the Shaw of Iran, or the Sandanistas*, or the Contras?
I may be remembering incorrectly in the case of the Sandanistas but there are lots of other examples. The US and its allies have been funding paramilitary groups in other countries for decades and every time it backfires in their faces. They never learn.

Why I find it laughable when Iran is called the leading sponsor of terrorism. We sponsor terror. The Saudis sponsor terror. Iran just sponsors the other side.

American foreign policy has always been so arrogant (one of the few things I agree with Rand Paul on is the need to be less interventionist). We always assume we can harness these extremist political and religious groups/dictators to fight proxy wars for us, and then we're surprised when we can't control them and it blows up in our face. Like another poster said, I'd be much more surprised if an extremist group rose to power that we had never had anything to do with one way or the other as opposed to us funding them.
