Yeah he deserved a draw. He was controlling the fight and landed a lot of jabs and clean punches. If he did that only half the fight I'd expect Wilder's two knockdowns to give him the W.
But he did that damn near from start to finish...over 10 or so rounds....4 automatic rounds from knockdowns probably doesn't overcome all of that.
And if this was MMA or the streets and not a boxing match all that clinching would be allowed too.
