What? It's a crime to use a credit card that you find on the floor if it doesn't belong to you. That's an unauthorized usage of a credit card, credit cards aren't cash or gift cards where you have more leeway in spending when you find it.

Yes the difference with cash is if you can't reasonably know who it belongs to you then you can typically keep it, like just a bill on the ground there is no way to know it belongs to. If it's in a wallet with ID you legally have to turn it in.

Technically you're supposed to call the police to allow someone else to claim it, but in reality you're free to spend as much money as you'd like, as it's now technically yours.
