Well it's a already a federal law which was stemmed from a bi partisan bill. Caveat is now that minor league players are unionizing it really probably won't matter since they will be getting paid above min wage. This is geared towards the nebulous structure of spring training and what is or isn't considered labor and protecting mlb from law suits considering a lot of teams hold spring training in Florida.
