So yes I understand that numbers at the top of a divions are just made by media votes. BUT... What if they could introduce some sort of punishment for being inactive fighter. My suggestion is to take one position for the first half a year of innactivity and then one position for each 3 months. The moment fighter is booked his timer is stopped and renews after the fight or the moment fight is off. Injuries do not stop a timer. What are your thoughts?
 
The rankings don’t actually matter.

The UFC rewards guys like Stipe for sitting out and waiting for title shots, with title shots.

It’s just not happening as things are.

No reason to make a rule they have no intention of following.
 
So what momentum exactly Colby and Stipe have?

colby main claim for his ranking is he was competitive against usman. he is milking that.

for stipe he is the GOAT UFC HW being used to prop up jones reign.

stipe probably frustrated the ufc because his first responder/friefigther gimmic was really marketable. coudl have had comics off him being like a superman who fights at night or awhoel toy line but he wouldn't play dana's game.

The less you fight, the less relevant you become. That's the punishment. It's a good idea but staying active and staying successful is the key to relevancy, regardless of your ranking. It the best way to market yourself. Keep fighting and fight well. You can't fake those things.

A #15 can easily jump to #5 just by fighting impressively against a #6. The cream naturally rises to the top. There's no point creating a rule if the UFC is going to cherry pick an inactive, unranked fighter, and not follow the rule anyway.

I mean, Stipe is 40, has no wins in last 2,5 years, and his only win against someone still on the roster is against Arlovski. He has momentum in opposite direction, if anything.

This. If the rank squatters aren't taking fights, work on getting fights with the fighters above them. Rankings don't really matter. Once fighters and fans realize that they'll understand it better. You can work your way up to a title shot as long as you can get fights and wins over fighters in the top 10 and top 5. You can leap frog the whole top ten if you can get a fight with someone in the top 5 and get a title shot after that win. Most fighters don't want massive step ups in competition though so most fighters don't try to do that. But for the fighters that are and are able to win, they get a fast track.

For example Chito has a lot of wins and a win over O'Malley, but currently O'Malley is closer to a title shot than Chito. O'Malley has been fighting slightly under the title contenders and was ahead of O'Malley since he wasn't fighting fighters in the top 10 while Chito was. But then O'Malley fought and got a win over Yan and now he's up next for the title shot. People think fighting contenders matter, reality is you can skip the majority of contenders. You only need to beat the title contenders to get you a title shot and beat the champion to win the belt.

Colby has heat with the whole MAGA gimmick. Stipe isn't popular at all though, they just seem to like him for some reason. I remember seeing the guy, as champ, routinely streaming on Twitch with like 10 viewers lol. He's a good guy and all but, yeah.

The UFC books like a professional wrestling promotion. Appeal and politics completely trump the rankings. The chosen one's path to a title shot is completed with a small fraction of the work of your typical contender. Sometimes multiple shots.
 
Or just electrify the fence altogether
