feeling like ass and having a hard time hitting 130bpm, should i still aim 130-150bpm

i find this may be an indicator i havent full recovered from my previous workout as usually its hard to hit 130bpm the next day from an intense session the night before and if i am around that range it no longer feels like an active recovery session.

my question is, if im having a hard time shooting for 130bpm an aiming for an active recovery session...should i lower it to 120bpm?
 
Do you have a a hard time getting your hr up more because of localized fatigue like DOMS or something, or is it more of a cardio-respiratory issue?
 
the optimal range for recovery is different for everyone, but ~70% MHR should not feel like you are getting winded and should be fairly easy to reach

not sure what activity you are doing for active recovery but, "the range," while running, is roughly as fast as you can go while being able to comfortably hold a conversation.

having a hard time getting my hr up due to localized fatigue like you said doms and that overall feeling of being sore everywhere (usually after a night of hard sparring, bag work, clinching, calesthentics). and i do get in 8-10hr sleep and i do make sure i get in a solid pwo meal as well but for some reason the next morning doesnt matter which exercise whether it be sports specific or the bike or a run, i would have to go on a scale 7-9/10 to reach 130bpm
 
If you're having trouble getting through it, then it's not so much active recovery as grinding yourself into the ground. Sounds like you'd be a lot better served taking a nap instead.
 
Some adjustments to your diet could be a big answer. I recently started shooting for more antioxidants to combat free radicals released from intense exercise, and my energy has been consistently higher from workout to workout. Don't go crazy thou, because too low a level of free radicals is bad as well.
