if you want to talk poor neigborhoods...look up pagpag food philippines.
what it is is that people scavenge left over foods in different fast food chains...mix them together, add some soysauce, hotsauce or what have you...and i'm not talking about people collecting from food chains. but actually going into dumpsters outside fast foods and taking scraps that others have discarded.
