Ziegler was interim superintendent when the assault took place. How can he blame previous administration when he was the administration in the job when the assault took place????

His office did not contact the state regarding this assault.

No I think it's likely that someone at the school said it was ok for the trans kid to use the girls bathroom and now a rape has occurred. They obviously don't want to admit they made a mistake which led to rape. This is just self-preservation over the safety of the pupils from the school. Many organisations do this.
