I didn't recognize your source, so I Googled myself, and Snopes indicates this is a proposed framework-- they haven't done it yet:
    https://www.snopes.com/fact-check/is-epa-allowing-asbestos-products/

Still a chance to fight this.

I thought the Donald stuff may be from the "Conspiracy" subreddit because it is not contained in the Architect's Newspaper link, but it isn't from there, either. I had to reverse image search to find the original story:

Did they encapsulate the fibers? If not this really sucks but if they did it is actually not dangerous.

    When is Asbestos Dangerous?

The most common way for asbestos fibers to enter the body is through breathing. In fact, asbestos containing material is not generally considered to be harmful unless it is releasing dust or fibers into the air where they can be inhaled or ingested. Many of the fibers will become trapped in the mucous membranes of the nose and throat where they can then be removed, but some may pass deep into the lungs, or, if swallowed, into the digestive tract. Once they are trapped in the body, the fibers can cause health problems.

Asbestos is most hazardous when it is friable. The term "friable" means that the asbestos is easily crumbled by hand, releasing fibers into the air. Sprayed on asbestos insulation is highly friable. Asbestos floor tile is not.

What's the deal with our news cycle- the snopes thing is from Jun 11, the actual SNUR Jun 1, but I heard this story all over the place only today. What exactly broke it, if there hasn't been an update?

In hard encapsulated materials you will get more breakage than dust. In materials that have a lot of fiber you will get dust such as loose insulation and ceiling tiles. It needs to be encapsulated.

I don't think asbestos should be everywhere but there are applications where it can be used with adequate safety and is the best option.

There are still applications where it is still the better option. In the past it was used in many applications that were very bad. The problem is understood now and it can be used without the problems of the past.
