I agree, to a point. The nice thing about these two guys as the contenders is, they have never lost to Khabib. So at least we can pretend that maybe they could beat him.

No, the term "paper champ" is used to describe someone who won the title against a non-champion, once the belt has been defended a few times they've earned their title--UNLESS the unbeaten champ is still active or reasonably expected to return.
 
It may take some fights and history until a formerly vacant title becomes accepted as legit. It will happen faster at LW, since it's a strong division.
 
Khabib ran from Oliveira, also ducked several other guys. The winner is the legit champ and Khabib wants nothing to do with somebody that can grapple. It's why he never fought anybody known for elite grappling or a good bjj game off of their back. He was scheduled against 2 guys that were known for being decent off of their backs and pulled out multiple times against both of them.

Disagree. I'd still favor Khabib against either, or against any lightweight for that matter, but the GOAT has retired.
Champs have to be active to be considered, err, champs.

Good point, yeah obviously he could go 10 years without a win and at most he'd be one fight away from a title shot. That's the joke of a "sport" we're involved with
 
According to the TS.........

The Flyweight, Bantamweight, Lightweight, Welterweight, Middleweight, and Light Heavyweight divisions are currently being held hostage due to the original champions retiring or moving up weight classes.

If a champion wins a belt in two different weight classes and then chose to retire, he would still be immortalized forever as champ thus making any upcoming champs in the future decades or future millenniums paper champs.
