Before anyone goes there: no, of course Merkel is not a hardcore anti-immigration hardliner all of a sudden. And yes, the sudden urge to find a European solution is only thanks to Horst Seehofer threatening to cancel the decades-long cooperation between CSU and CDU.

But that's precisely my point: Merkel is a pragmatist who wants to remain in power. She is not, and has never been, an uber-liberal. There's no question that she made a mistake in the refugee crisis - from both a content and tactical perspective - but allowing refugees in never was a move that came from the depth of a SJW heart.

Anyway, your thoughts on the "deal" here? To me, there's so many conflicting interests here.

Everyone wants to limit the number of migrants, but it's doubtful that people fleeing from poverty, torture, crime or war will be deterred by these measures.

Italy wants to spread new refugees throughout Europe.

Visegrad states want none of that.

I wonder if a compromise is possible once things get clearer.

European Union leaders claimed a breakthrough deal Friday on how to deal with the pressures of migration after all-night talks helped accommodate Italian demands for more help.

The EU leaders said the agreement would bolster the bloc’s external borders and improve the solidarity among member nations to ease pressure on point-of-entry nations like Greece and Italy.

The plan proposes screening migrants in North Africa for asylum eligibility and setting up control centres within the bloc by nations which would volunteer to have them.


Beyond demands from Italy, German Chancellor Angela Merkel also faced intense domestic pressure to find a breakthrough to stave off a government crisis at home.

“We got a European solution and a work of co-operation,” said French President Emmanuel Macron.


For several years now, EU nations have been trying to stem the flow of those making the perilous journey to the continent by sea, part of a desperate attempt to shore up EU unity on an issue that has helped fuel a political crisis in several member nations.

“We are not an island,” Macron said. “Europe will have to live a long time with such migratory pressures which come from countries in crisis, poor countries.”

No North African countries have agreed so far to sign on to the plan, though possible EU funding that could bring billions in aid may prove persuasive.

Italy long held up any interim agreements at the summit unless it received concrete commitments the country would get help managing the waves of newcomers that arrive from across the Mediterranean.

“Italy doesn’t need any more verbal signs, but concrete deeds,” Italian Premier Giuseppe Conte said, insisting that the responsibility needed to be shared more equitably across the EU.

As so many EU agreements, Friday’s deal stopped well short of being decisive in solving the problem but created enough of a platform to build on.

“Europe is going step by step, and this was necessary,” said Dutch Prime Minister Mark Rutte.

Details are sketchy, but the proposed EU plan involves erecting a virtual wall in northern Africa by placing people who try to leave for Europe in centres in countries like Algeria, Egypt, Libya, Morocco, Niger and Tunisia. European Union funds would be used to persuade the countries to sign on, though none has signalled interest so far.

Morocco’s director of migration and border surveillance, Khalid Zerouali, told The Associated Press that the kingdom isn’t interested in hosting a station for screening migrants, saying “that’s not the solution.”

Migrants sometimes use Morocco as a jumping-off point to reach Spain, which has seen a surge in migrants coming across by sea this year. Zerouali said that some 25,000 have been stopped so far this year.

The International Organization for Migration estimates that some 80,000 people will enter Europe by sea this year, based on current trends. That’s around half as many as in 2017.


Yet anti-migrant parties have made significant political gains, most recently in Italy, which along with Greece and Spain is among the preferred landing destinations for people from Africa seeking better lives.

Merkel, for her part, is fighting a battle at home and abroad against critics who accuse her of endangering European security with her hospitality. Her conservative coalition is under pressure from the far-right Alternative for Germany.

The party has seen a surge in support since 2015, when over 1 million people entered Europe, mostly fleeing conflicts in Syria and Iraq. Populist leaders in southern and eastern Europe have rejected Merkel’s calls for a wholesale reform of Europe’s migration system.

But Merkel is deeply aware of the threat the issue poses to Europe, notably to its Schengen passport-free travel area – one of the jewels in the EU crown – that allows easy cross-border business and travel.

“Europe has many challenges, but that of migration could determine the fate of the European Union,” Merkel told German lawmakers Thursday before heading to the summit.

The partner in Merkel’s coalition government is demanding that migrants be turned away at Germany’s border with Austria. EU officials fear such a move would set off a domino effect, leading Austria to seal its border with Italy, and Italy to fully close its ports to migrants rescued at sea.

Austrian Chancellor Sebastian Kurz said he hoped the summit would be a turning point.

“Being rescued in the Mediterranean must not automatically become a ticket to central Europe,” said Kurz, another supporter of the plan to screen migrants in North Africa.

Brussels wants the International Organization for Migration and the UN refugee agency to oversee the Africa plan, but they prefer to provide sanctuary to migrants inside the EU.

Not sure how that is actually going to work out in terms of moving them away from the countries they first arrived in. I guess time will tell. I think you have to make sure fewer migrants get into the boats in Africa. Which they already do. I also like the idea of refugee camps outside the EU but I am not sure how that will be legally and politically possible.

I still think Merkel should have lost the chancellery over the handling of the migrant's crisis. But there is really no one else. I do like the CSU immigration policies but other than that they are way to conservative for we. So I guess we are going to see Merkel serve out her term?

Aside from the practical difficulties of getting some country external to it acting as Europes waiting room what actual affect will it have on the flow of refugees ? , after languishing in detainment camps waiting and failing to gain approval they are unlikely to turn around and go home the gangsters that carry them here now will doubtless do so again for those that want to come .
 
The real challenge should not be the sea one

That one is easy as long there's political will, best solution should be have bases in north africa were drop them

Real challenge should be find a way to send back to wherever they came the huge % of illegals that already reached europe and live here without have the rights to stay
Specially the one doing it in complete parasite style

And this is something that will never happen, traitor politicians value too much theyr career to put europeans citiziens interest first

It can be money or good deals or both

Yes I'm sure at some point out of a sense of humanity and more importantly a shitload of cash we will obtain a suitable dumping ground , but its not an end to the problem and we shouldn't pretend that it is .

This right here, just will not work. These "control centres" that house proposed asylum seekers/migrants/refugees just end up being overcrowded and understaffed. Often overcrowded with very angry young men, intent on getting to Europe, resulting in ugly scenes. (See Lesbos, Calais etc., for example)

No country wants to house these people (and if they do, not for very long), as often they quickly become belligerent and violent, as we've seen in so called "hotspots" in Europe that are meant to identify and discern legitimate asylum claims from illegitimate ones.

This is before even stating the obvious that paying countries to manage the flow of migrants leaves open the blackmail we saw of the EU from Turkey over their deal to stop migrant flows to Greece. (wanting Visa free travel to the EU for Turkish citizens and threatening to "open the floodgates" when their demands weren't met).

The amount of people wishing to reach Europe is just unwieldy. This "change in course" has come too late.

You would have Albania ready to take them in. Of course, that is going to cost the EU and the Albanians want a fast track into the EU. But I would be willing to pay that price.

You have to fight the gangster that is bringing them here by paying another gangster to stop it. That's why the new arrival via boat is down so much this year. Because the German government turned former smuggler to fighting smuggling by paying them off. Of course, that is morally questionable but it is working well.
The Germans will do whatever it takes depending on the situation. Right not you might not need extreme measures you can still solve it peacefully but if that doesn't wok Germany will solve it by force. When it is so bad that the public is behind.

It depends on who runs the camps.
Germany has a good track record of running any sort of camp.
Especially camps located in Eastern Europe.

Fun, the REAL "sense of humanity" mindset should be have rich countries try to actual improve the living conditions shithole countries to make them become more nice places to live in, wich will translate into having less desperate peoples leaving these places

Also will not be the end of the problem on migrant's side (real solution will be the one above), but will be the "end" of the problem on european citizien's side, who should not be put into the situation to have waves on random unchecked third worlders causing problems in his country

The potential problem of foisting this problem of indefinitely on some marginal state desperate for cash is that large number of refugees will turn up there the cash given will be lining the pockets of corrupt officials rather providing for refugees who will in turn destabilize another country creating further refugees .

And not only that, but how can the EU even ensure that refugees will be treated humanely in 'out of EU' migrant camps? one of the main concerns over Turkey's participation in holding asylum seekers and refugees for the EU was that the camps were rife for human rights abuses and deportations to countries of origin without due process.

I have no faith in the African countries targeted for this programme to treat legitimate asylum seekers and refugees respectfully or to protect them from abuse whilst their asylum application is processed. Off site control centers just seems like an "out of sight, out of mind" policy.
