Id find gyms, programs and teams with kids programs and fighters you want to develop and then start learning what you can from what they’re doing to inspire your own program.

I don't teach kids younger than 12 (by choice), but a drill that I think works for every combat sports and ages/levels is a very classic drill were you need to just tap your partner on the chest and not letting him do the same. You can make rounds were the target is the chest, then the next is shoulders, then next it's the knees and then everything at once. You can add foot stomps, too, whatever. Have the kids do a pushup every time they're touched... or a high jump, burpee, some other movement.
You can make them compete for the most time without being touched, or the ones who the touches the other the most times win. Endless variations...
