No he's not the biggest name, but he's definitely top 10, and his last win was over a fellow Korean prospect, which may give Dong more motivation depending on how nationalistic he is. Classic striker vs Grappler match-up, although Dongs striking is ever improving.

Well I mean, I think he deserves to be there by default because he was the last Strikeforce Welterweight belt holder. Plus he beat Lim who was 10 top on some rankings (remarkably) at the time...
