Yes they do. And it can be very difficult to get a visa if you have convictions. Not sure how it works for the rich and famous though

He can. He'll just need to undergo an interview and they'll decide if he's a risk or not.

You missed the part where he said "convictions" (criminal). ESTA is fine as long as you don't have to tick questions like this:
"Have you ever been arrested or convicted for a crime that resulted in serious damage to property, or serious harm to another person or government authority?"

Conor might have to get a waiver to visit every time if he gets a felony conviction. Don't know how much trouble that means- lawyers fees or just extra interview sessions.
 
I believe they do for a work visa though
that is correct. They need a working visa to work legally in us soil, however they do not need one to ENTER us territory.
