"Becoming Western" is a weird thing to define. They are and have been open to business with, and to do the bidding of, American capital. Hell, the country's economy was first built by Chevron.

But, yes, it's definitely true that some social restrictions are being liberalized in Saudi Arabia right now. It's cynical and transparently a vehicle through which MBS is consolidating power. But two things can be true simultaneously.

 

Yeah, Saudis are allowing for softened cultural restrictions. WWE had the first ever female match there and it was met with great response from the populace in attendance.

 

Well they also made it ok for women to travel freely aboard without male accompanying. They can drive. The age of adulthood is the same for both sexes.

It's still repressive overall but it is softening

I just notice a bit of a tone difference here between the way they are talking about SA, and those protest murderers in Iran.

Most of the elites of Saudi Arabia have wanted to liberalize for a long time but they sort of had a deal with the Islamists to avoid Islamic revolution like Iran. MBS is consolidating power and isn't afraid to challenge the Islamists and they're not really in a position to do much about it now. In this sense, they're becoming more Westernized. But of course, SA will never be anywhere near the West, they won't even be Turkey or Lebanon. But they are becoming more like the UAE. I do think there will be some benefits, especially if they stop funding and propagating terrorism, or at least to a much lesser extent than they have been.
