I don't think either would be a definite win or loss for him. Mousasi would probably be the tougher fight although Bisping would be no picnic because he'd do his best to replicate the Condit Manuever, ie circle away and jab and leg kick. Because it works unfortunately even if it's about as exciting as watching feces dry on the wall of a bathroom stall at 3 in the morning.
