Do you honestly think that eating less is going to make him gain more weight? At the core, bulking is defined as taking in more calories than you put out.
Many will disagree with you, it isn't quite that simple.
Eating lots of simple carbs and saturated fats will promote more fat gains than muscle. You eat that junk, your blood sugar spikes way up, and you go into fat-production mode faster. High sugar, refined carb diets go to fat much easier.
Eating complex carbs keeps your blood sugar rates steady all day, and lean meats and quality fats (from nuts, unsaturated oils) will also keep the right kind of nutrients in your blood that preferentially go to muscle building, assumming you also are strength/resistance training.
You gain fat with either diet if you are eating much more calories than you burn, but there is a difference.
I'm not even getting into the health differences here.
