The simplest way to determine how underrated a fighter is is how many times he wins when he is an underdog/counted out. In his last three fights Elkins was supposed to be blown out of the water and he won with two of those by finishes. He was supposed to be Bektics breakout win and he face planted him, he was supposed to be a rebound win for Bermudez and he got the decision, and most recently he was supposed to be the start of Johnsons featherweight run but he spoiled the party and submitted him.
It honestly quite baffling that he's built up a six fight win streak after being in the UFC for so many years. I think he is no more than two fights away from a title shot and I wouldn't mind seeing him agaisnt a top 5 next, though there are many options for him. Edgar, KZ, and Jury make the lost sense right now.
