Tony was deserving of a title shot long before Khabib won the strap, when Dana was letting Conor get away with not defending.

Speaking on Instagram on Tuesday, UFC President divulged that he’s recently been “terrorized” by passionate Tony Ferguson fans, who are demanding he grant the top lightweight contender a title shot.
He reminds those fans that he has not denied Ferguson a title shot outright, and that UFC lightweight champion Khabib Nurmagomedov is currently tied up with a UFC 242 fight with interim champion Dustin Poirier anyway.

“He was the interim champion, blew his knee out, he had to have ACL surgery. He was out. We just offered him the fight with [Dustin] Poirier to fight Khabib next, he turned the fight down. Then he came back a few weeks later and was ready to fight again.
“Everybody’s acting like I’ve denied Tony his shot at the title,” White continued. “It’s just that he’s had a bad string of luck and things haven’t gone his way. But everybody’s terrorizing me like I’m not giving him what he deserves. If you’re a fan of the sport, you saw how this whole thing played out. That’s how we got where we are now.”
There's an obvious solution that pleases everyonebut I don't believe that there is a solution that would have pleased everyone.

Personally, I would LOVE for that to happen, but realistically, I'm not sure the UFC would do that. They don't seem to care as much about who is deserving versus what will make them more money and keep their financial aspects satisfied. Honestly your analysis is better than mine. I have a terrible gauge at what will and will not sell these days, seemingly. I like your idea because it entertains the idea that who is most deserving actually yields the best decision from a merit standpoint as well as a business standpoint. But a Khabib vs Tony fight is very marketable. It's also exactly what Khabib wants. It's also what Tony wants. And Conor vs Gaethje is also highly marketable - two exciting strikers with power who will stand and bang guaranteed. Conor wants a comeback fight that could justify a titleshot? Fight a top 5 Gaethje.

So the person who was deserving first, got his title shot first and got to fight Conor first. It’s all worked out. Tony could’ve got his interim title back anyways but turned down the fight. He clearly doesn’t want a shot at Khabib
But why does Porier fighting Holloway means he gets the shot at Khabib? That would have made sense if Ferguson didn't exist, but he does, therefore Ferguson should fight Khabib next...
