UFC is it's own entity I don't think ESPN has any say in who is on their roster. But I would bet that Colby would not fight on the network cards because of what you said

if greg hardy fights on espn than any one will 2.

Colby has really gone to great lengths to duck T-wood and Usman

I hope people have bought their sleeping mask for the Usman fight. That fight is going to suck and will probably end with Woodley getting the split decision.

At least someone would get finished in the Colby fight, if it were to happen.

Not a fan of Colby's shtick, but he's promoted himself quite a bit without the UFC's help, probably asked for the Trump visit to get more publicity, beat Usman's last two wins (that got him the title shot) prior to Usman, and was promised a title shot before Usman.
The UFC is in the wrong here, and it's easy to see why Colby is pissed.
