The reason is keeping it secret is so that the media won't draw attention to it. As long the media is unable to pressure whatever commission is sanctioning this they will let the fights go on. The important thing is that those commissions avoid bad PR.
According to Dana, he has multiple locations. Assuming that he is telling the truth what is likely is that he probably has some studios set up in some warehouses in different locations to minimize the amount personnel that needs to be in a single area that way the UFC can adhere to corona regulations. He films the fight in different spots and switch from location to location. This also acts a contingency in case complications in one area prevent the fight from happening.
It is also possible that the fights are being pre-recorded and he is going to air them as they are live. This is another way he can have fights and still abide by regulations put out. He could have one fight wait an couple hours then bring the people for the next fight. Possibly spread the fights over a week and air them as if they all happened on the same day.
Another option to consider is that the location is right over the border in Mexico. Dana could easily bribe some Mexico commission to sanction it without running a foul for any US laws. He may be keeping it quiet to cover up the shadiness.
Or Dana is lying to us and is just pushing these rumors in order to stay in the headlines. Who the fuck knows.
