No he can not. When an event takes place the Commission delegates the Referees, Judges and the boxing officers. Dana had issues with Steve Mazzagatti as well but couldn't do anything about it.

Nevada didn't give Big John a license saying they have enough refs. CA gave Big John a license, and that's why he got assigned to do some CA UFC's.

I thought when UFC goes somewhere that doesn't have a AC, they bring in their own guys and Marc Ratner plays the role of AC director, so maybe Dana can black list Dan M. from those foreign countries that don't have AC's.

Big John didn't ref a single UFC event in 3 years. UFC 77 was his last one then, he came back at UFC 121. He did ref other shows during that period.
