I can see gangs moving homeless people around different areas to steal, if they get caught they can say it was because they were "hungry" (beer or something) or needed "clothes" (expensive sports attire).

Stores need vigilante justice then because a thousand thieves stealing the max would make a big difference if the business continues or goes out of business.
