Rate these in order of priority (meaning which should garner the most points in a match):

Dominant position
Control
Submissions
Passing
Take downs
Throws (including elevation)
Trips
 
There isn't one optimally fun rule set.
Submission should either be illegal or give you victory.
 
Leather shorts, covered in oil, and you win by threading your arm through the opponent's shorts. It's how Einharr got his start.
 
Points for mount back mount/crucifix, and throws, all subs legal, if there is a draw, ot rules a la ebi
 
no strike defense? kinda important, no?
 
Have the floor be solid concrete.

Escapes?

Rules dictate. Who must engage and where? Does a player who stands and steps back have to engage the other player on the ground or does the grounded person have to stand back up?

This changes how important take downs are.

Reward points for positions (mount, back, knee on the belly, any "pin" (like side control, North South)and not actions (takedown, sweep, guard pass and reversal)
No points for reversal but point for position after the reversal.

Making someone yield is an instant fight finisher, so is top on the list. Dominant position and control are close enough to be the same for me. Throws, trips, passing, etc all feed the goal of being in dominant position. You could could argue amplitude throws are attacks themselves with the impact, I think that would be harder to judge though.
 
Submissions are fight finishers. All submissions are allowed. Slams are allowed.
The only things that score are dominant positions - it doesn't matter how you got there (ex. throw to side control/passing/sweeping to dominant position)
Dominant positions = side control, crucifix, mount, back mount (body triangle or hooks), KOB
No points for sweeps or passing. No advantages.
Wear whatever the hell you want, but opponents can use it against you (but no grabbing underwear/pulling pants off).

Might consider adding slaps to the face and points for high impact throws, but still undecided.
 
Depends since the rules will dictate how people train, you have to find the what you want to emphasize.

For example catch has pins so guard is underutilized.

Find what you want to emphasize and go from there.

Subs are the goal, and the points are just a means of quantifying who got closer to that goal. So, I'd agree that I'd like to see a rule set that only gave points for position. Perhaps 1 for top turtle, 2 for side, 4 for mount and back. Something along those lines. It would also fix the absurdity that sweeps score, but reversals don't.

1 point for an escape would probably help, since it would effectively penalize the top player for losing control.
