Looks like the cop tried to get the guy to his knees with a push kick to the back of his knee (which is legal) and failed. Then was pissed or something about the way the guy was acting and went for the field goal.

Unless there are some circumstances I don't know about this cop needs to do some jail time and make sure he never works as a cop or even a mall cop.
