They can decline the 5 round fight at that moment but everyone is taking it lately so I guess they're given an incentive.

Actually that is not completely correct. 3 round fights that stepped up to the main event have stayed 3 rounds in the past. If a 5 round fight replaces 1 fighter it has always stayed 5 rounds iirc. This one will be 5 though.Because of what @Troublesome10 said, I believe he made a great point.
