Conor lost to Nate Diaz arguably twice. He also has some losses where Khabib is undefeated. Khabib defended the LW Title unlike Conor. Khabib's accomplishments are better than Conor's. He'll be remembered as one of the best to ever do it. Conor will be remembered as an alcoholic who can't control his sexual impulses.
 
Conor changed the game. But he changed the game in marketing. Khabib has changed the game in MMA. The guy has not bled or lost in UFC. That shows there is skill level above anything current LW top can provide. Jones has edged fights. GSP had losses and did edge. Khabib hasn't edged. It means there is a new level of MMA that Khabib is on that the rest of the people need to get to.

You forgot to mention Conor fought Khabib when they were both in their prime and it wasn't competitive. The only round Conor did well was the third. Khabib took that round off to turn it on for the championship rounds.

How can a fighter be ahead of someone he lost to convincingly? A rematch would not change things. Khabib wins again. This is no mythical matchup like Jones vs Khabib. Conor vs Khabib REALLY happened and Khabib owned him.

I think you are on to something, but to solidify the claim imo Conor also needs to lose a race to Usaiah Bolt, swim to Phelps and 1-on-1 to LeBron trying to dunk (I would pay to see this btw) - he is DEFINITELY the Goat!
