Missed weight by .25 and commissions say that they wouldn't let her weigh in using a towel even though she had a two piece swimsuit and glasses on when weighing in. If you are too concerned to have her reweigh with a towel, then pull her fight.
They also don't really clarify that she missed weight even, based on Canada rules she made weight. Right Georges?

“I explained to her (on the scale) that she did not – that she was over a quarter-(pound), but I was not going to allow her to lose any more weight. … I explained to her, ‘I’m not even going to have you remove your clothes, because at this point you can’t even speak to me coherently. That concerns me.'”
