China Daily is an English language paper owned by the Chinese government / CCP. Their Twitter account states America should be held responsible for spreading the HIV virus around the world because it was "discovered" in America.

Chinese government media also produced an Arabic language video claiming the Wuhan virus originated in the US. Lots of people in the Arab and Muslim street will lap up any anti American news.

The Regan admin did ignore it or played it down, but there was no deliberate cover-up of the epidemic. At the start no one knew what it was. A rare new disease was noticed in 1981 but it wasn't until 1983 that scientists realized it was a virus causing AIDS.

The Chinese statement gives one the impression the virus emerged in the US. The Chinese government is also pinning the origin of H1N1 on the US. H1N1 (2009) originated in Mexico.

Downplaying and willfully ignoring evidence of the AIDS outbreak is usually considered cover ups. Reagan won't even acknowledge it until it had been spreading for a few years, while some of his officials had called it gay plague. There is no "my cover-up is more noble than their cover-up".

Same populist tactic as Trump had been using really. Deflect blame by pointing fingers to drive xenophobia and paint US as a grotesque boogeyman. Ad the fight drags on, both sides start to resemble each other.
