It looks to me like it was probably an inexperienced ref, maybe a boxing ref who didn't know MMA rules? The wiping of the gloves on the shirt is a boxing ref move. Maybe the ref didn't know that there is no opportunity for someone to gather their wits together when they get knocked down in MMA, unlike in boxing.
