It is. Go read the champion's clause. There are specific provisions which state they must offer the fighter title defense bouts. There are specific provisions highlighting grounds for stripping a champion.Pretty sure that's not how it works. But okay.
Literally the UFC must offer Cejudo 125 title fights, which they seem uninterested in doing. There is a legal precedent called equivalency, which would allow the UFC to offer Cejudo a 135 title fight instead.
Their smartest bet would be to negotiate with Cejudo that, win or lose at 135, he will vacate his 125 title the day after his 135 title fight. This way they aren't stuck with a 125 champion if Cejudo loses.
