Can't order Ppv anyone else having same issue?

You don't need to have a fightpass subscription to order a ppv through the platform.

How do you pay then? When I had fight pass it was billed through iTunes and my apple account

Yes it is in Canada see my screenshot earlier for reference finally talked to Rogers tech and they are having trouble across the board tonight
