I wonder how much of that can be traced to cold climate conditions and the fact heating is mandatory for a large part of the year. I bet if you adjusted for it, Canada and Russia are actually much smaller offenders than the naked number suggests. When you look at the number for China for example, you know heating plays little to no part. Meanwhile we're having to expend energy to fight -20 C weather, every day, for months...
Per capita doesn't really matter either, in the sense that this is a team effort. Look at Germany, they've spent an absolutely ludicrous amount of money on renewable energy and technology development. Roughly €25 billion a year. A thing they could only get away with because their economy is going well. What is there to show for it? Nothing. Because they're roughly 2% of global emissions.
As long as big offenders don't do anything, it's pointless. And I reckon the only way to make these players do something is through international economic pressure. But I don't think people will believe climate change is real until they see clear, visible signs e.g. coastal cities getting swallowed up. When that happens, I think countries will finally come together as a bloc and exert pressure on the big offenders.
