Nearly 400 children have been rescued and 348 adults arrested following an expansive and “extraordinary” international child pornography investigation, Canadian police announced Thursday.

The three-year project, named Project Spade, began when undercover officers with the Toronto Police Service Child Exploitation service made contact with a Toronto man allegedly sharing “very graphic images” of child sexual abuse in Oct. 2010, Toronto Police Service Chief William Blair said at a press conference on Thursday.

Police said their investigation revealed an entire child movie production and distribution company in Toronto operating via the web site azovfilms.com.

The site was run by 42-year old Brian Way, according to police, and sold and distributed images of child exploitation to people across the world.

Inspector Joanna Beaven-Desjardins, head of Toronto’s Sex Crimes Unit, said they enlisted the help of the United States Postal Inspection Service since many of the videos were being exported to the U.S. and began a joint investigation.

After a seven-month long investigation, officers executed search warrants across the city of Toronto including at the business, located in the city’s West End.

Investigators catalogued hundreds of thousands of images and videos of “horrific sexual acts against very young children, some of the worst they have ever viewed,” Inspector Beaven-Desjardins said at the press conference.

Police seized over 45 terabytes of data from the $4-million business that distributed to over 50 counties including Australia, Spain, Mexico, Sweden and Greece.

As a result of the investigation thus far, 50 people were arrested in Ontario, 58 in the rest of Canada, 76 in the United States, and 164 internationally.

What was most alarming, Inspector Beaven-Desjardins said, was that many of the arrests were of people who worked with or closely interacted with children.

Among those arrested were 40 school teachers, nine doctors and nurses, six law enforcement personnel, nine pastors and priests and three foster parents, she said.

Citing a particularly egregious example, she said police found over 350,000 images and over 9,000 videos of child sexual abuse in the home of a retired Canadian school teacher. Some of the images were of children known to the man and he was also charged with sexually abusing a child relative.

The inspector said an indispensable aspect to the success of the operation and the rescue of 386 children from child exploitation was the expansive cooperation between Toronto police and organizations worldwide.

“[This] confirms that when we work together regardless of the borders that divide us we can successfully take down those who not only prey on our most vulnerable but also profit from it,” she said.

Police said the children were "rescued from child exploitation" but did not give more details.

Way was charged with 24 counts, including possession of, distribution of, and importing and exporting child pornography.

The investigation is ongoing and more arrests could be made, police said.

Police services across Ontario charged 122 people with 551 charges related to online child sexual abuse last month alone — a disturbing snapshot into a crime the OPP says is seeing its victims get younger and abuse more violent.

The arrests represent just a fraction of a "multimillion-dollar business" officials say has profited from the pain and abuse of more than 2,000 children in the cases they've investigated over the past 12 years.

The latest charges laid by the OPP and 26 other police agencies were announced during a news conference in Vaughan, Ont., Wednesday. A total of 55 victims were also identified during the past month of investigations and referred to community support services.

The youngest victim was three years old.

"Sadly, we are seeing the children getting younger, as well as the acts depicted more violent," said OPP Staff Sgt. Sharon Hanlon, co-ordinator of the provincial strategy to protect children from sexual abuse and exploitation on the internet.

Police said one purpose of their news conference was to convey the massive scope of online sexual abuse of children in Ontario.

To emphasize that scale, the OPP highlighted statistics over the past 12 years from the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet.

Since its launch in 2006, investigators have accomplished the following:
  • 50,403 investigations of internet exploitation.
  • 5,686 persons charges with 20,901 charges.
  • 2,009 child victims identified in Ontario and around the world.
"People profit from the harm done to the most vulnerable members of our society," said OPP Deputy Commissioner Rick Barnum. "They profit from hurting children."

The internet hosts websites depicting "every type of child abuse imaginable," he added.

"Every image of child sexual abuse represents a real victim. Every trading or transmission of that image is a revictimization of that child."

Insp. Tina Chalk, from the OPP's counter exploitation and missing persons section, said it's important for people to understand that images and video depicting child porn are a reality in Ontario.

"Some of these victims are so young they cannot report the crimes because they have not uttered their first word. They cannot say no, they cannot tell anyone and they cannot call the police," she said.

Abusers are neighbours, relatives, friends

Teachers, emergency personnel, members of the military and family members were among those charged last month, according to Hanlon.

"You need to know that these people are our neighbours, relatives and friends. These are people we invite into our worlds because we trust them.

Hanlon described child pornography as a borderless crime and said some of the November charges were made after tips from the United Kingdom, Australia and New Zealand.

Police tracked the accused using online tools along with disclosures from children and undercover work by "tenacious, hardworking, dogs-on-a-bone investigators," she added.

Just the tip of the iceberg

Last month, police in Ontario identified 843 unique IP addresses for computers across the province that accessed or made child pornography available.

"I think we would all agree this is disturbing to say the least but I'm here today to tell you that is the tip of the iceberg," said Hanlon, explaining that number does not include people using technology to avoid detection, luring children or creating child pornography "each and every day."

CHILD PORN BUST: Operation was sophisticated, massive

A veteran child porn investigator says the operation cops smashed this week was breathtaking in its scope.

OPP investigators arrested five men who allegedly were involved with a web hosting company that was home base for a vile Vietnamese child pornography operation.

Cops called it a “big box store” filled with “really, really horrific” child pornography.

The operation — housed in a nondescript North York office building — hosted the child porn website that had 60,000 registered users in 116 countries.

The sicko’s servers contained 19,000 child pornography files that had been downloaded 19 million times.

“Looking at the server banks this would have taken a huge length of time to set up, let alone creating the database of images and videos that were offered,” Keith Daniels told The Toronto Sun from his Florida home.

Daniels was one of the pioneers of child pornography investigations, starting with the Ottawa Police before setting up task forces around the U.S.

In his day, detectives would not have been able to get their heads around an operation of this magnitude.

“Thank God we didn’t get one like this, we would never be able to handle it … even with all of the investigators put together in Canada,” he said.

“The takedown and forensics would have taken years.”

The number of suspects arrested in Canada as a result of the investigation and a sister probe was 331. Daniels called the number “huge.”

“It indicates that the problem is still becoming more pervasive,” he said. ” An analysis of victimology will not only take years but will likely never get done.”

The massive servers that held a treasure trove of heartache.

While the veteran detective said the volume of potential information is huge, “a PhD. thesis from this would require millions of dollars.”

“But it would also produce some valuable insight into preferences,” he added.

In some respects, the pornographers and their enablers were sophisticated in their distribution — they were also sloppy.

Another law enforcement source told the Sun it appears detectives in the probe began working backward and snagged the child porn enthusiasts credit card information.

“Once you have that you can identify suspects — and often victims — from around the world,” the source said.

The Toronto-area suspects arrested last week were all affiliated in one way or another with a web hosting company called YesUp Media.

Cops believe the men knew violent child pornography was nestled in the depths of their servers but didn’t care.

It’s believed they were engaged by a Vietnamese web administrator named Vinh Van Nguyen, 35, to host the sickening videos and images.

Investigators say the arrests mark the first time in Canada that charges have been laid against those associated with web hosting companies.



The five men arrested are: Chin Choi (Peter) Kok, 52, of Richmond Hill; Wen (Larry) Li, 31, of Toronto; Sui Hua (Jeff) Ye, 47, of Aurora; Zhen He (Patrick) Zeng, 40, of Richmond Hill; and Zhen Yu (Jeff) Zeng, 42, also of Richmond Hill.

They face charges for making child porn available, accessing child porn and failure to report child pornography.

A Canada-wide warrant has also been issued for the website’s suspected owner, Vinh Van Nguyen, 35, who is on the run in Vietnam.

OPP: 6 charged in child pornography investigation in Northumberland County

Five men and a youth in Northumberland County face child pornography charges following an investigation by OPP.

Police said from Sept. 24-26, the OPP’s child sexual exploitation unit executed six unrelated search warrants at residences in Northumberland County. The warrants were carried out jointly with the OPP Digital Forensics Unit and Northumberland OPP with assistance from the Cobourg Police Service and the Port Hope Police Service.

As a result of the search warrants, six individuals were charged with a total of 16 criminal charges. Multiple electronic devices were seized for further examination, OPP said.

Kyle Elieff, 61, of the Municipality of Trent Hills was arrested on Sept. 24 and charged with:
  • possessing child pornography (two counts)
  • accessing child pornography
Derek Pete Mitchell, 35, of Hamilton Township was arrested on Sept. 24 after police executed a search warrant at a residence in the township. He’s charged with:
  • possessing child pornography
  • accessing child pornography
Both men are scheduled to appear in court in Cobourg on Oct. 16.

Donald Robert Cholmondeley, 62, of Cobourg, was arrested on Sept. 25 after police executed a search warrant at a Cobourg residence. He’s charged with:
  • possession of child pornography (four counts)
He’s scheduled to appear in court in Cobourg on Oct. 23.

A 16-year-old youth was arrested on Sept. 25 after a search warrant was executed at a Hamilton Township residence. The youth is charged with:
  • making available child pornography
  • possessing child pornography
The youth will appear in court in Cobourg on Nov. 12.

Richard Bruce Marple, 59, of Port Hope, was arrested on Sept. 26 after a search warrant was executed at a residence in the town. He was charged with:
  • making available child pornography
  • possessing child pornography
  • accessing child pornography
He is scheduled to appear in court in Cobourg on Oct. 3.

David McDougall, 50, of Cobourg was arrested on Sept. 26 after a search warrant was executed at a residence in the town. He was charged with:
  • making available child pornography
  • possessing child pornography (2 counts)
He was scheduled to appear in court in Cobourg on Wednesday.

What is the root cause?

This isn’t like drugs and gambling where it is a contested moral issue if they should even be illegal or if they are even actually harmful.

We can’t stop all crimes from happening but that doesn’t mean that we should stop prosecuting crimes, particularly those we all agree are bad.
