Can Someone With Boxing Knowledge Break Down Diaz/Noons From A Technical Standpoint?

I thought the jab wasn't really an effective tool if you have a significant reach disadvantage?

It really depends on how you're using the jab. Noons could have double and triple jabbed just to get inside. Now, doing this you aren't necessarily looking to land the jab, just using it as a distraction and causing the opponent to shell up. Head movement, footwork and timing all need to come into play when closing the distance on a rangy fighter.
 
There aren't many boxers who actually do that because it's much riskier than it seems; when you're off the ground, you're off balance, and covering a long distance by leaping forward is a telegraphed technique and often very easy to counter. Noons was reaching (literally) for something that wasn't there.

Yeah, Mayorga was semi-successful with his looping punches. Even someone as fast and explosive as Gamboa has minimal success with doing this. This just shows how important fundamentals are in the sweet science!

The jab is, and will always be the fundamental backbone of boxing. If you present yourself as a static target, then yes, a longer jab beats a shorter jab, but boxing doesn't happen in a little vacuum where you can isolate the variables.
 
Throwing looping hooks from the outside is everyones plan A against an opponent that has 4" of reach on you.
