I don't feel like that's what the Canadian Bill proposes. It simply proposes an end to mandatory minimums... for everyone, not just minorities. Part of the reasoning behind it is that mandatory minimums disproportionately affect minorities, but that's not the same as proposing that minorities should be given special treatment.
