Nah the US is clearly top there and most Brazilians who've failed PED tests train in the US.

A big advantage Brazil tends to have(or arguably "had") IMHO is that the culture there tends to have people training to multiple MA's earlier compared to your typical US wrestler who only starts cross training when he moves to MMA in his 20's.
