Doubt it, unless very recently Rialto has been afflicted with gang activity.

In 2012, Rialto had 4 murders total. In 2011, 6; 2010, 7; 2009, 6. That is pretty low for a place where families are supposedly getting slaughtered in drive-by shootings. If the gang activity was that bad, there'd be more than a few deaths.
