For Rhonda, it was that she was a 'once in a lifetime' athlete. To be fair she was and is a decent athlete and a champion, just no where near the level the UFC was hyping her up to be

Other UFC marketing hype con jobs include

Shamrock v Tito - Three times ! convincing the public that Shamrock had anything at all for Tito. Shamrock was so far shot, it was like a women's soccer team playing Brazil.

That James Toney had any business being in the Octagon - nuff said

That CM punk had any business being in the Octagon - nuff said

There have been some overhyping but the above examples are of outright fraud
 
You bought into all of them until after they were exposed. The whole point is to drive interest and you got interested and still are apparently.
 
Sage Northcutt and Paige Van Zant got embarrassed after a massive marketing push.

The UFC marketing budget is not spent proportionally to their estimation of each fighter's skill, and it never will be.
 
She was starching everyone in her path in one round and it was a 'marketing con job'.
Ok dude way to jump on the Troll bandwagon after a loss. No doubt she is not as good as EVERYONE thought watching her earlier fights. But it was marketing getting it wrong not everyone watching her tear through the woman's division for years.
 
That TRT Belfort was clean because Dana said "we're testing the shit out of Vitor Belfort" but conveniently forgetting to mention that he failed one of their tests and that they were covering it up.

Jon Jones said said it the best best when referring to Ronda & Conor they bought into their own hype in Ronda's case she might have had a bit of help from the people around her but it wasn't no con job.

I don't think they do pretend it is. If you want to talk official rankings or matchmaking sure, but for promotional stuff I think they're pretty blunt as to why they spend their money where they do. All sports are the same in that regard. Look at how the Cowboys get more Sunday major-network games and thanksgiving games than anybody else, or how Tiger Woods was the most promoted golfer at the Hero World Challenge (not the highest ranked golfer there).
