She was already free. When you get your sentenced commuted. It doesn't mean you are innocent. The conviction still stands. It just removes her away from a probation program.

The 1500 are mainly for marijuana charges when the laws were very strict. It's also for military people who went to jail for their sexual orientation. Most of those people served their time already or they got let out early during COVID. It's symbolic for some of them to have a clean record. Biden is actually pretty stingy with the pardons. The 39 are mainly people who turned their life around. Most of them already served their sentences.

Well, it is extremely important to install and maintain rule of law. No matter who is in charge. It's how you get folks to follow the law and not engage in vigilantism and terrorism.
