Example- Jorge Santiago: 24-7 outside of the UFC 1 win 5 losses in the UFC
(granted he did face some damn good competition in the UFC)

Crocop is the biggest one. Most of his UFC losses he could/should have won against.

Josh Grispi was 14-1 and scheduled to fight Jose Aldo at UFC 125.
(Aldo got injured and pulled out)

he then proceeded to go 0-4 in the UFC

Eh, he was just already so worn down by then

He would have won against those guys a few years earlier

As worn out as he was I could see him beating Mir and Nelson in a rematch for sure,

His UFC record was far worse than it should have been despite being way past his prime.

Glad his career finished on a high anyway

Jan Blachowicz and will Brooks come to mind, don't think we'll see them around much longer imo

Will Brooks is a really good one

Sucks that it turned out like that for him

Will Brooks is probably the best answer I can think of. Maybe Scott Jorgensen?

Cro Cop.
Allthough he could've continued if he wanted to.
Lost to Gonzaga, Kongo, JDS, Mir, Schaub, Nelson and only won against Barry, Gonzaga 2 and some nonames.
