I've trained MT for 20 years and in a good training sessions, 1000 kicks on the bag and the pads is not very unusual. 10,000 kicks is 10 training days. You're not going to become a proficient kicker by doing 10,000 repetitions of any kick or punch. There's nothing to fear from someone practicing one strike only so few times. The thai's train their round kicks millions of times throughout their careers to be as good as they are. Even if you are doing just 100 per session, which is beginner level, it'll only take 100 days to reach 10,000. You're not going to become a good, let alone lethal fighter in less than a year.
I understand the idea behind the quote, but the number is sooo far away from the real number you would need repeat so you can kick proficiently, that it just silly.
