he's the biggest draw in the LHW division. to say he's limp on the PPV scale is just stupid, when he's in the top 5 at least.

It is not much as the haters make up to be, nor as little as the white knights love to dismiss the whole thing.

IMO his career was highly affected because of his issues inside and outside the cage, but mainly because it took years away from the cage during his prime.
But IMHO he is the most skilled fighter we've ever seen, with the willingness to push the line and do things others would frown upon (i.e. eye poke, elliptic kicks, etc).
But he is not GOAT in my book exactly because he lost so many years of dominance.... instead he was suspended.

If he continues to dominate, I don't think you can write him off indefinitely. At some point, you have to acknowledge the skills.
