if not i think they should allow it

No, because if you fall off you'll end up in the crocodile pit. It's an antiquated rule imo, bring back the atomic elbow!

im not sure. you can use the cage to kick off for flying kicks and punches, but off the top is probably not allowed
 
You're not allowed to grab the top of the cage padding. You would have to, to climb up. So NO.
 
I doubt you'd get the time to climb while you're opponent is punching you in the head and trying to take you down, which would then make grabbing the fence illegal.

In saying that this is what Brock is capable of from the top...when he gets it right

Of course not foolio, how the fuck would that even work? They aren't allowed to grab the top of the cage, so how would they possibly climb on top of it during the match without getting DQ'd? They would also be turning their back on the opponent to climb up there, so they would get attacked in the mean time, and likely fall out of the cage themselves.

And furthermore, how the fuck would they hit anyone? The opponent would merely head over to the other side of the octagon where they'd be 25 ft away from any danger.
