Obviously go ask your doc if this will work.

Non stress something that encourages circulation and full ROM

So, I suggest swimming. Ask the doc, try it, If it doesn't do the job/once you get better and it stops improving then ask doc again try fins. Will force more flexibility in the ankle.

It beats static stretching.

I too damaged my ankle jumping over someone on the staircase, overpulled the stuff at 10 o'clock at the left one. It is never really tight enough anymore. but the swelling went down after swimming which gave me full capability back if not full strength. Now I'm so much stronger now than then, I'm strong enough but if I hurt one ankle probably it will be the left.
