A deputy, from where I am, is a relatively low ranked position on the scale and they don't have access to a whole lot.
It's good that he said "this is speculation" at the beginning.
He also sounds like he's lying, not speaking well or there's something missing.

"I do it as a social burden and because it will gain me a foothold in society in the future"

I haven't followed Khabib at all, but if he's made statements against the war I'm impressed. We need more people to stand up for freedom and international order.

Both can be true. He was guilty of tax fraud but they would have continued to turn a blind eye to it had he been a good loyal Russian.
I haven’t watched it myself but people posted quotes from Shabliy´s interview about how his moms side of family (Dagestani) stopped talking to her for few years because he married his dad (Cossack/Slavic). There is multiple mma fighters with Russiam mom and Caucasus/Asian/African father like Fiziev or Nastykhin and never any of them mentioned that their family stopped talking with them because their married guy of wrong ethnicity. Yet I’ve seen multiple negative comments about Dagestani guys (like Bagautinov, for example) who married Slavic girls (posted by your average Dagestani guys), and I am pretty sure that one of Yandiev brothers who married Kyrgyz or Kyrgyz-Ingush girl got a lot of shit for that.
I mean a lot of Caucasus guys are socially conservative, and has views on ethnicity, race and other stuff that was popular 100 years ago. I read some quotes Quaran to claim that Islam is against interracial/interethnic marriages.

There are no quotes from the Quran against interracial marriage lol. Please research before spreading rumours. If a Slavic Russian acts like an asshole can we blame that on the Bible?
And I understand why they’re against inter-ethnic marriage…you have to look at it from their standpoint, they’re a tiny nation (3 million) that has been struggling against the much bigger Russian empire for hundreds of years, during the Stalin year they were sent into exile and kicked out of their own villages, don’t you understand how they might feel their culture is under threat? It’s an existential question for them, so I totally get why they want to keep marriage within the Dagestan culture. So this has nothing to do with religion, they’ve just developed habits to preserve their culture and not get swallowed by Russia.

I am not spreading rumours it's what North Caucasus guys writes/quotes in group about mma in VK, like brothers do not marry people of other races and do not allow your sisters/daughters/female relatives to do that because here is quote from Quran against that.
I am pretty sure that there is even some stats regarding religiosity in Russian prisons (like terrorists, serial killers and others who received 20 or more life in prison are mostly religious, while higher % of Atheists among the guys who got in prison for economical crimes). So yes, if you meet a Slavic asshole, chances are higher that he is Christian.
I think 3 millions are the whole population of Dagestan, including Slavic people, Jews, Azeri and others. I am pretty sure that no, it wasn't Dagestani who were send (deported) to Central Asia, it was Ingush and Chechens (you can often see at social media how Chechens say that after deportation when their families returned, Georgian people calmly left homes of Chechens, while their Muslim Dagestani brothers mostly refused to leave).
And I am pretty sure there is no such thing as Dagestani culture. Like, I remember reading in Wikipedia that biggest Baptist congregation in Dagestan consist of mostly Lak people (same ethnicity like Makhachev), also I remember Russian stats some years ago claimed that like 3 % of Dagestani population identifies as Pagans and there also some Shia Muslims. And a lot of ethnicities, like Turkic people and Dargin, I believe, doesn't have same culture.
From what I see, no, it's basically old schooled racism (if we are talking about race) - they believe Africans has low IQ and uncultured barbarians, Asians are violent and cunning barbarians and this and that. Basically stuff from KKK or Nazi propaganda.
But, I remember that i never seen that Dagestani people shit on Tatar Fakhretdinov or Iranian Heibati (need to rewatch it, I think his wife mentioned in interview some negative comments or words from Dagestani guys) for having Dagestani wives or at Chechens Tsarnaev (I think that dead brother had Irish-American wife or girlfriend) or Khalidov (Polish wife).
And regarding culture - isn't culture is not transmitted genetically? So it can be taught, so no point in picking wife that genetically almost identical to you.
